Guam Power Authority Wins Two More Awards in 2025 on the APPA National Stage

For the second time in 2025 and the fourth year in a row, the Guam Power Authority was recognized by the American Public Power Association for exceptional work, this time in communications.  

Fifty-three public power electric utilities and utility organizations earned Excellence in Public Power Communications Awards from the APPA. The awards were presented on stage at APPA’s Customer Connections Conference in Salt Lake City, Utah from November 3 - 5, 2025, in Salt Lake City, Utah. According to the APPA, the recent awards recognize excellence in communications in three categories: Print & Digital, Web & Social Media, and Video with ingenuity and creativity in storytelling through outstanding copy, design, financial data presentation, graphics, social media engagement, video editing, and web layout and interactivity.  

Consolidated Commission on Utilities Commissioner Melvin Duenas, GPA Communications Manager Joyce N. Sayama, and GPA Program Coordinator II with GPA’s Communications Office Joleen A. A. Cruz attended the conference and received the following awards on behalf of GPA’s customers:  

The Award of Excellence for Video for GPA’s Lineworkers Read Aloud video. This category recognizes excellence in video production for creative, engaging, and memorable work.  

The Award of Merit in Web and Social Media for GPA’s Community Powered Web and Social Media campaign that recognizes GPA employee’s hard work in the community. This category recognizes visually engaging and innovative websites and social media campaigns that are customer-friendly and accessible, to name a few.  

GPA General Manager John M. Benavente, P.E., said, “We commend our Communications and customer engagement teams for this recognition. Each award tells us we have done a good job communicating with our most important audiences – our customers and the community. Each year, we challenge our team to find more innovative and effective ways to communicate with those who depend on us.”  

Sayama added, “We were proud to receive these awards on the APPA national stage on behalf of our GPA customers. This recognition helps us gauge the effectiveness of our communications program in informing our community of news that affects their lives. As Guam’s public power utility, we are committed to better serving and communicating with our customers year over year.”

Guam Power Authority Wins Two APPA Excellence in Public Power Communications Awards for the Third Year in a Row

The Guam Power Authority (GPA) was awarded two Excellence in Public Power Communications Merit awards on October 29, 2024, at the American Public Power Association (APPA) Customer Connections Conference award ceremony in Louisville, Kentucky.

 

For the third year in a row, GPA won two Merit Awards at the annual event. This year, GPA was recognized in the following categories for its communications pieces:

 

  • The Award of Merit for Video for GPA’s Typhoon Mawar “Our Story” video. This category recognizes excellence in video production.
  • The Award of Merit in the Print/Digital category for its GPA Annual Report Fiscal Year 2022. This category recognizes excellence in newsletters, bill stuffers, annual reports, advertisements, program/product marketing materials, digital reports, and digital marketing.

 

GPA Communications Manager Joyce N. Sayama and GPA Utility Services Manager James C. Borja attended the conference and received the two Merit Awards on behalf of GPA’s customers.

 

Borja stated, "These awards hold great significance for our team at GPA, as they highlight our commitment to enhancing communication with our customers daily and across various channels. We work hard to develop effective communication tools that keep our customers informed about their service and GPA's efforts to shape a better energy future for Guam."

 

Sayama expressed, “We are very proud to have received these two Merit Awards on behalf of our customers and colleagues in Guam for our Fiscal Year 2022 Annual Report and GPA’s Typhoon Mawar “Our Story” video. The video project was very special to us as it captured the hardship that we faced as an island after the storm and our resilience and resolve to rebuild and get our customers connected.”

GPA Wins APPA Excellence in Public Power Communications Awards 2023

The Guam Power Authority (GPA) was honored with two Excellence in Public Power Communications Awards from the American Public Power Association (APPA) at the 2023 Customer Connections Conference in San Antonio, Texas.

 

For the second year in a row, GPA received two Excellence in Public Power Communications for the following:

 

The Award of Merit for Web/Social Media for communications through its website and social media channels. The Web/Social category includes corporate, program, campaign websites, and regular activity and campaigns on Facebook, Twitter, Instagram, blogs, podcasts, etc.

 

The Award of Merit in the Print/Digital category for its November 2022 monthly newsletter. This category recognizes excellence in newsletters, bill stuffers, annual reports, advertisements, program/product marketing materials, digital reports, and digital marketing.

 

These accolades highlight GPA's dedication to creating content that connects our customers to the services we provide; resources available to them; and insight about our ongoing work to develop Guam’s renewable energy future.

 

Consolidated Commission on Utilities (CCU) Commissioner Pedro Roy Martinez, CCU Vice Chairman Francis E. Santos, GPA Assistant General Manager of Engineering and Technical Services John J. Cruz Jr., P.E., and GPA Communications Manager Joyce N. Sayama attended the conference and received the awards on behalf of GPA’s customers.

 

In 2022, GPA received the Award of Merit in the print and digital category for its Customer Service Directory and the Award of Excellence in the video category for its Clean Energy Master Plan animated video. The 2023 awards are displayed at the Fadian Executive Office lobby, showcasing GPA's ongoing commitment to excellence in public communications and its efforts to promote Guam's renewable energy future.

Guam Power Authority won two Excellence in Public Power Communications Awards from the American Public Power Association (APPA) during the APPA Customer Connections Conference on Nov. 14-15, 2022, in Minneapolis, Minnesota. GPA received the Award of Merit in the print and digital category for its Customer Service Directory and the Award of Excellence in the video category for its Clean Energy Master Plan animated video. GPA was recognized alongside 49 public power electric utilities and utility organizations.

 

Joyce N. Sayama, Communications Manager and Candice Ananich, Management Analyst at Guam Power Authority, attended the conference and received the award for GPA. Sayama said, “We are proud to receive these two awards on behalf of our customers. The two pieces that won awards – GPA’s Customer Service Directory, part of our monthly print & digital newsletter, and the animated Clean Energy Master Plan video – were designed with our customers in mind. We created these tools to connect them to the services we provide and share insight about our ongoing work to develop Guam’s renewable energy future. The awards will be displayed at the Fadian executive lobby for everyone to view.”
